Since 2023, a renovation obligation (renovatieplicht) has applied to anyone who buys an energy-inefficient residential building (a house or a flat) with an EPC label (energy performance certificate) of E or F. These new owners are required to carry out certain renovations within 5 years of the purchase, so that the energy label improves to at least label D.
The 5-year period starts when the notarial deed is signed.
Example: if your deed is signed on 1 July 2024, you must meet this obligation before 1 July 2029. This must be proven with a new EPC.
Please note: the renovation obligation is based on a long-term path, with stricter requirements in 2028, 2035 and 2045.
Below is an overview of the label to be achieved, depending on the type of property and the date of purchase (deed):
- Deed from 1 January 2023: house label D, flat label D
- Deed from 1 January 2028: house label C, flat label C
- Deed from 1 January 2035: house label B, flat label C
- Deed from 1 January 2040: house label A, flat label B
- Deed from 1 January 2045: house label A, flat label A
